« Structure of Kwara State Local Government Council »
Each Local Government Area (LGA) in Kwara State operates through a Local Government Council, which consists of two primary components: the Executive and Legislative arms. This structure ensures the effective administration of local government functions, balancing decision-making and policy implementation.
« Executive Arm
- Chairman: The Chairman serves as the head of the executive arm and is directly elected by the people. The Chairman functions as the Chief Executive Officer of the local government, responsible for implementing policies, managing day-to-day operations, and ensuring governance at the grassroots level. The Chairman also oversees the various departments within the local government.
- Vice-Chairman: Elected alongside the Chairman, the Vice-Chairman assists in executing duties and steps in to perform the Chairman’s functions in their absence.
- Supervisory Councilors: Appointed by the Chairman, Supervisory Councilors oversee specific departments such as health, education, agriculture, and public works. They ensure the departments are run efficiently and provide strategic direction on policy matters.
- Heads of Departments: These are civil servants who administer the local government’s core functions, such as education, healthcare, infrastructure, and social services. They report to the supervisory councilors and the Chairman.
« Legislative Arm
- Councilors: Councilors are elected from wards within each local government area in Kwara State. They represent the interests of their constituencies in the local council. The number of wards, and therefore the number of councilors, varies between local government areas.
- Leader of the Council: Councilors elect one of their members to serve as the Leader of the Council. This person heads the legislative arm and presides over council meetings, guiding legislative discussions and decisions.
- Legislative Clerk: The Legislative Clerk, a civil servant, provides administrative support to the legislative arm. The Clerk ensures that records of council proceedings are maintained and that decisions are properly documented.
